The organisation is registered as a Charity in England (No 1106127) and is an Incorporated Private Limited Company (5055310) managed by a Board of Directors who are also Trustees, of which the King’s Harbour Master is the Chairman, and the Commercial Harbourmaster of Portsmouth International Port also a member.

The Patrol is contracted to MOD to provide supportive services to Harbour Control and marshalling for special events in return for the reimbursement of certain expenditure incurred.  Within this contract performance, the Patrol operational priorities are:-

  • To support Harbour Control in the task of ensuring the Dockyard Port is as safe as possible an environment for waterborne users.  This support is best discharged in the harbour entrance area covering especially the small boat channel and Ballast Pile/Gunwarf crossing.

  • During major events requiring marshalling resources, this will take priority.

  • An important secondary role is to provide a presence throughout the Dockyard Port.  This will be mostly inside the Harbour, but also extending occasionally into the Solent, particularly to Seaview, Wootton Creek and the water/jet ski area off Lee-on-the-Solent.

The Charity seeks to manage its operations to meet the highest standards of both operation and administration, and has established an operational handbook which is a comprehensive account of the Patrol’s policies and is issued to all members.  The Company accounts and records of meetings are open to all members.

The Patrol’s directors are supported by an Operations Committee, Chaired by the Chief Operations Officer, which looks after the day to day management of the activities throughout the season.
